The EBU defines the JIC as follows: “The research firms have entered into an agreement with a formal organization composed of representatives of broadcasters, advertisers and agencies. The JIC formulates the requirements for the service, conducts the tender, signs the contract, monitors the service, owns the copyright and sets the licensing terms and access conditions.” (European Broadcasting Union (1999): Global Guidelines for the Measurement of Television Usage, p. 11).
